Kosovo Credit Guarantee Fund

The primary goal of the EMPOWER Credit Support (ECS) Program is the design and establishment of the Kosovo Credit Guarantee Fund (KCGF), a sustainable local credit facility that issues portfolio loan guarantees to banks, micro finance institutions (MFIs) and non-bank financial institutions (NBFIs) to cover up to 50% of the risk for loans to MSMEs, thereby increase lending to MSMEs.

The Kosovo Credit Guarantee Fund (KCGF) is an independent financial institution, established by law. The enabling Law on the Establishment of the Kosovo Credit Guarantee Fund was initiated by the Ministry of Trade and Industry, and supported by USAID|Kosovo though the EMPOWER Credit Support Program. The law was approved was approved in the National Assembly and signed by the President of Kosovo. It was published in the Official Gazette on January 8, 2016 and came into effect on January 23, 2016.

Management and Organization

Kosovo Credit Guarantee Fund is governed by a Board of Directors consisting of seven (7) members:

A. One (1) ex-officio member elected by the Ministry of Trade and Industry
B. One (1) ex-officio member elected by the Ministry of Finance
C. Four (4) members elected by the donors, and
D. KCGF Managing Director

KCGF will operate as an independent entity following the conclusion of the EMPOWER Credit Support (ECS) Program. It will be governed by its Board of Directors and will report to the Central Bank of Kosovo.
